Any eye in the sky generally is referred to as an eye in the storm, i.e. in a hurricane.  Though it is possible that the sun could be an eye too, but I haven't heard of it referred to as that.

The only eye of the land I can think of and its actually called eye of the earth is in Yellowstone National Park.
